Updating Satellite 6.11 to 6.13 fails on openscap unresolved dependency
Issue

Trying to apply an 6.11.z, 6.12.z or 6.13.z update, the update fails during dnf update command due to unresolved dependencies among openscap and rubygem-openscap.

A similar error occurs when performing an in-place upgrade of
Red Hat Satellite6.11 from RHEL7 to RHEL8 using LEAPP.
Environment
- Red Hat Satellite 6.11 till 6.13
- Red Hat Enterprise Linux 8
- optionally being upgraded from RHEL7
