How to set the VGA console text resolution to 80x25 in RHEL 6, 7and 8

How do I make the text console to be 80x25 rather than the higher resolution which RHEL 6,7 and 8 use by default? This is necessary for the remote management features used in certain blade chassis.
Adding append vga=normal to the PXE options does not appear to change the resolution.
