How to update security Erratas on system which is not connected to internet ?

Issue

File updateinfo.xml.gz not getting created for local repositories.
When RHEL clients are connected to RHN then only updateinfo.xml.gz file is getting created.
yum list-sec` not working on local repository.
Is there way to update only security packages to a system which is not connected to internet?
How to update system without internet connection using local repository with security Erratas only ?
