CPUs are not working at max frequency even though the "scaling_governor" is set to "performance"

Issue

  • CPUs are throttling though the scaling_governor is set to performance and form the BIOS settings as well.
  • The cpuinfo output shows each core is running at different frequencies lesser than the max capacity, when checked:
# grep -E '^model name|^cpu MHz' /proc/cpuinfo
model name      : Intel(R) Xeon(R) CPU E5-2643 v3 @ 3.40GHz
cpu MHz         : 3170.500                    
model name      : Intel(R) Xeon(R) CPU E5-2643 v3 @ 3.40GHz
cpu MHz         : 1953.671
