Agent-Based Installer (ABI) が非接続環境でのインストール中にハングする

Issue

• Agent-Based Installer (ABI) を使用して、完全な非接続環境に Red Hat Openshift Container Platform (RHOCP) クラスターをインストールしようとすると、インストールが永久にハングします。
• ハングが発生する前も、ハングが発生している最中も、エラーメッセージは表示されません。
• debug ログレベルを使用しても、エラーメッセージは表示されません。

• ログレベルを debug に設定している場合、quay.io に関する以下のような行が表示された時点で ABI がハングします。
