fs.file-nr と lsof の出力でファイル記述子の数が異なるのはなぜですか?

lsofの出力で報告される使用中のファイル記述子の数が、/proc/sys/fs/file-nrより多くなります。
# sysctl fs.file-nr
fs.file-nr = 187170 0 13631488
# lsof -u someuser | wc -l
193495
