OpenStack に OCP4 をインストールするとプロキシーエラー "API: Get api-myenv-mycluster:6443 - service unavailable" が発生する

Issue

• Proxy 設定を使用した OpenStack IPI 設定で OCP4.7 をインストールする際に (ロードバランサーはプロキシーパスから省略)、以下のエラーが表示されます。
