RHEL 8 で yum を使用すると "All matches were filtered out by modular filtering" のエラーで失敗する

Issue

yum install <Package> が次のエラーで失敗します。

All matches were filtered out by modular filtering for argument: <Package> 
Error: Unable to find a match: <Package>

yum で ipa-server または parfait のインストールに失敗します。

# yum install ipa-server
All matches were filtered out by modular filtering for argument: ipa-server
Error: Unable to find a match: ipa-server

# yum install parfait
All matches were filtered out by modular filtering for argument: parfait
Error: Unable to find a match: parfait

モジュールで提供されるパッケージが同じである場合に、yum はモジュラー以外のコンテンツの検索またはインストールに失敗します。
