oraasm 资源的 monitor 或 start 操作在 Pacemaker 集群中返回一个假成功

Issue

• ocf:heartbeat:oraasm 资源在完全启动前，在 pcs status 输出中被标记为 "Started"。
• Pacemaker 认为 oraasm 资源已启动，但 asm_smon_+ASM 进程或其他密钥组件没有运行。
• 在 oraasm 资源被标记为"Started"后，oracle 资源无法启动。
