在安装或升级 ROSA STS 前用户需要进行的操作

Issue

• 在安装 Red Hat OpenShift Service on AWS (ROSA) 4.10 或将 ROSA 集群升级到下一个次版本 (y-stream) 前，集群的拥有者需要进行一些操作来获得所需的 STS 账户角色/策略。
• 要确保在启用 ROSA STS 集群安装（或从旧的次版本升级到新的次版本）前 AWS 策略已更新，AWS 角色策略更新需要作为更新流程的一部分（如如下解决方案部分所述）。

• 当用户尝试安装集群时，即使帐户角色已经存在，在 rosa CLI （早于 1.1.12 的版本）中仍然会显示：

  W: No account roles found. You will need to manually set them in the next steps or run 'rosa create account-roles' to create them first.
