Windows guests in RHEV show incorrect time after a shutdown or poweroff

Issue

The Windows guest shows incorrect time even though the RHEV host's time is configured properly and set to UTC. Also, the Windows guest has the proper time-zone configured.
After I created a new Windows virtual machine from a template, the time is off by X number of full hours.
The Windows guest OS has a sudden time change after running for an hour, even if starting with correct time. This, in turn, causes DCHP lease not to be renewed and guest loosing its IP.
