Receiving permission denied errors on PAM configuration files

Issue

Receiving errors like:

Jan  1 00:00:00 myhost crond[1000]: PAM _pam_init_handlers: no default config /etc/pam.d/other
Jan  1 00:00:00 myhost crond[1000]: pam_access(crond:account): cannot open /etc/security/access.conf: Permission denied
Jan  1 00:00:00 myhost crond[1000]: pam_access(crond:account): access denied for user `root' from `cron'

While both /etc/pam.d/other and /etc/security/access.conf exist and they are accessible.

Environment

Red Hat Enterprise Linux 6 with SEOS (3rd party) module installed and loaded.
