Why is the nm-system-settings process running even though the NetworkManager service is disabled and not running?

Issue

  • The nm-system-settings process is running, but NetworkManager is stopped:
# chkconfig --list NetworkManager
NetworkManager  0:off   1:off   2:off   3:off   4:off   5:off   6:off

# service NetworkManager status
NetworkManager is stopped

# grep nm-system-settings /var/log/messages
