What does the message "(throttle_check_thresholds) notice: High CIB load detected" mean?

Solution In Progress - Updated -

Issue

  • One or more nodes in a Pacemaker cluster are showing a huge amount of the following messages:

    pacemaker-controld [1234] (throttle_check_thresholds) notice: High CIB load detected: 0.993667

  • Other than the messages in the logs, there is no impact experienced or misbehavior in any of the cluster nodes or the resources managed by the cluster.

IMPORTANT NOTICE:
This is NOT related to a similar message (throttle_check_thresholds) notice: High CPU load detected, please notice the difference between CIB and CPU elements in the message. Additionally, the CIB load should be under 1 whereas the CPU load will have a much bigger value. Ensure you are reading the correct article which matches your use case.
