再起動後にルートレスユーザーの /run/user/$UID ディレクトリーが欠落する理由

システムの再起動後、podman ユーザーの /run/user/$UID ディレクトリーが見つかりません。

コンテナーの systemd サービスのステータスを確認中に以下のエラーが発生します。
$ systemctl --user status container-XXX.service Failed to connect to bus: No such file or directory.
