ovnkube-node/ovn-controller container fails to start due to missing LRSR for a node/machine

Issue

The ovn-controller container for the OVNKUBE-NODE pod fails to start when the Logical Router Static Route (LRSR) for a node in the MCP is missing. This error can trigger the complete failure of a MCP to start the CNI for the node properly, resulting in an unavailable cluster.
