Repository sync and Content View related tasks fails with error HTTP status code: 400 after upgrading to Red Hat Satellite 6.15.4

Issue

• Manifest refresh, Syncing a repository, Content View publish/promote tasks fails with the below error.

  Error message: the server returns an error
  HTTP status code: 400

• A similar problem can be observed on a Red Hat Capsule 6.15.4 as well when trying to re-synchronize it's content.
