Installation of OpenShift Container Platform stuck during agent-based installation with no error on console and bootstrap did not complete error.

Issue

• Install of OpenShift Container Platform on baremetal using agent-based installer is stuck on rendezvous server with no error.
• Error message from wait-for bootstrap command:

'Unable to retrieve cluster metadata from Agent Rest API: no clusterID known for the cluster' Error message: 'Error Bootstrap failed to complete: context deadline exceeded' 

• The agent-based installer fails to parse EC keys resulting failure in agent-register-cluster.service.
