sosreport fails with "Could not obtain installed package list"

sosreport fails with
Could not obtain installed package listand no other output. -
rpmtool generates one of the below error messages:error: db5 error(11) from dbenv->open: Resource temporarily unavailableerror.error: cannot open Packages index using db5 - Resource temporarily unavailable (11)error
