System has no repositories available through subscriptions when running 'subscription-manager repos --list' and Simple Content Access enabled

Issue

When running the command 'subscription-manager repos --list' on the system, it lists no repositories available, even though the system is registered to account with active subscriptions available and Simple Contact Access is enabled.

Checking entitlement pem files for repositories shows none:
