rngd.service fails to start with "[jitter]: Unable to obtain AES key, disabling JITTER source" message

When rngd.service starts on VMWare system, the following messages are seen in the journal
[...] rngd[xxx]: [jitter]: JITTER timeout set to 5 sec [...] rngd[xxx]: [jitter]: Initializing AES buffer [...] rngd[xxx]: [jitter]: Unable to obtain AES key, disabling JITTER source [...] rngd[xxx]: [jitter]: Initialization Failed [...] rngd[xxx]: Can't open any entropy source
Environment
- Red Hat Enterprise Linux 8
- CPUs with no rdrand capability
- VMWare or systems not implementing
/dev/hwrng
