Issue
- Etcd operator is degraded with FSyncControllerDegraded in status even after fsync latency recovers on all members
- I want to update OpenShift 4.10 due to EOL, however it can't because etcd is degraded.
Environment
- Red Hat OpenShift Container Platform (RHOCP)
- 4.10.0 through 4.10.10
