System hangs at, "A Start job is running for dev-mapper-rootvg\rootlv.device" for an unlimited amount of time.

Issue

During the booting process, the message A Start job is running for dev-mapper-rootvg\rootlv.device for an unlimited amount of time is displayed. The system does not drop to emergency/dracut mode, but instead the timeout continues to count.
