Unable to set RateLimitInterval= and RateLimitBurst= in journald.conf or any other option when it has comments on the same line.

Issue

• We tried to disable log rate-limiting with setting RateLimitInterval=0 and RateLimitBurst=0 in journald.conf but we still see these suppressed messages.
• Any option set with a comment at the end of the same line in journald.conf fails to be applied and the default value is kept.
