How to find out what enabled CPU Accounting cgroup hierarchy at runtime

Initially the system has no cgroup hierarchy
/sys/fs/cgroup/cpu/{user,system}.slice, but after some time,/sys/fs/cgroup/cpu/{user,system}.sliceis present, causing my RealTime applications to fail -
I want to know what enabled CPU Accounting internally
Environment
- Red Hat Enterprise Linux 7 and 8
- cgroupv1
