Oracle Database Enterprise 19c fails to start with error: ORA-00800: soft external error, arguments: [Set Priority Failed], [VKTM]

Issue

  • Oracle Database Enterprise 19c is not able to start and shows the message:

    ORA-00800: soft external error, arguments: [Set Priority Failed], [VKTM]
    
  • Oracle provides a workaround to tune the kernel parameter cpu.rt_runtime_us quantum, like in the e.g:

    echo 950000 > /sys/fs/cgroup/cpu,cpuacct/user.slice/cpu.rt_runtime_us
    
  • The workaround fixed the issue, but when server is rebooted the parameter is lost.

  • Any attempts to make the parameter permanent does not work, and ends with the same error ORA-00800
