Oracle Database Enterprise 19c fails to start with error: ORA-00800: soft external error, arguments: [Set Priority Failed], [VKTM]

Oracle Database Enterprise 19c is not able to start and shows the message:
ORA-00800: soft external error, arguments: [Set Priority Failed], [VKTM]

Oracle provides a workaround to tune the kernel parameter cpu.rt_runtime_us quantum, like in the e.g:
echo 950000 > /sys/fs/cgroup/cpu,cpuacct/user.slice/cpu.rt_runtime_us

The workaround fixed the issue, but when server is rebooted the parameter is lost.

Any attempts to make the parameter permanent does not work, and ends with the same error
ORA-00800
