Enabling or synchronizing any satellite-tools repository for RHEL 8 fails with error "403 Forbidden" in Red Hat Satellite 6

Issue

Users are unable to enable any new Satellite Tools repository or re-synchronize an already enabled one and the following errors were noticed.

CDN loading error: access forbidden to https://cdn.redhat.com:443/content/dist/layered/rhel8/x86_64/sat-tools/6.9/os/repodata/repomd.xml
```
The issue is not Satellite version specific but specific to Satellite Tools repositories for RHEL 8 only.
