Why does cpu governor is set by default to powersave in RHEL7 when intel_pstate is loaded?

Issue

  • Setting the CPU scaling governor to performance is changed to powersave on boot by default for RHEL 7.

  • Both the cpupower & tuned services are disabled only then this behavior is observed.

Environment

  • Red Hat Enterprise Linux 7
