Enable securetty PAM module

Issue

• securetty has been disabled by default since RHEL8 ¹. However, there is a security requirement to enable it.
• The documentation mentions "add a line enabling the pam_securetty.so module to the appropriate files in the /etc/pam.d directory, and create a new /etc/securetty file". What is the exact procedure to enable the securetty PAM module in RHEL8/9?
