Unable to disable SELinux using SELINUX=disabled in the /etc/selinux/config on RHEL9

Issue

  • In the earlier release of RHEL, SELINUX=disabled would also fully disable SELinux during boot. But this option is not working in RHEL9.
  • How to disable selinux on RHEL9?
