What does the "Creating new state" message mean in logrotate ?

Issue

• logrotate outputs Creating new state messages like the following below when logrotate runs in debug mode.

  WARNING: logrotate in debug mode does nothing except printing debug messages!
  Consider using verbose mode (-v) instead if this is not what you want.
