Unable to install or see postgres11 PGDG packages on RHEL8

Issue

having enabled a repository fetching Postgres11 packages from https://download.postgresql.org/pub/repos/yum/11/redhat/rhel-8-x86_64/, or having that repository synchronized to a Satellite
yum on a client RHEL8 system can't see some packages, preventing to install some (others)
