fence_aws powers off both nodes during a heartbeat network split
Issue

fence_awsfence agent fences both nodes of a two-node cluster despite a configured fence delay.
Environment
- Red Hat Enterprise Linux 7 or 8 (with the High Availability Add-on)
- One or more
fence_awsstonith devices with a fence delay configured.
