Why does users listed in nss_initgroups_ignoreusers still cause ldap connections?

/etc/ldap.confto ignore other groups for local user test_user :+ nss_initgroups_ignoreusers test_user
But it still hits the ldap server when log in with local user test_user. How to configure servers in order that local users don't need/request any data from ldap server?
