Why failover domain tag "nofailback" is ignored if service is in "starting" state?
Issue
- The failover domain tag "nofailback" is ignored if service is in "starting" state.
- A failover domain has "nofailback" enabled but still a service that is in "starting" state would failback to the original cluster node. If a service takes a while to come up and is in the "starting" state and the original node comes back online while it is in that state the service will be failed back.
