Logrotate "create" directive is not honored in logrotate-3.7.8-15.el6 and -16.el6

Issue

Setting create directive on a particular log file in /etc/logrotate.d/<file.conf> file is being ignored when logrotate rotates the file to create the new rotated file.
This behaviour started manifesting itself from Red Hat Enterprise Linux (RHEL) minor release 6.3. In earlier releases, the create mode was properly honoured. This issue is also present in the stock logrotate package of RHEL6.4.
