Failed to start Switch Root in RHEL 8
Issue
When starting a RHEL 8 virtual machine it goes into emergency mode with the following message in the logs:
Failed to switch root: Specified switch root path '/sysroot' does not seem to be an OS tree. os-release file is missing.
