Issue

Router Advertized route is lowest metric route for a route class, e.g. default.
ip -6 route change modified Router Advertisement created route, change includes gateway modification.
Router Advertised packet received after ip -6 route change to re-add RA route.
Neighbour Table purged of RA route gateway address by neighbour garbage collection
Every (or almost every) sent packet results in Neighbour Solicitation to the gateway of the Router Advertised route.
sysctl net.ipv6.conf.*.accept_ra = 1
