OpenShift 3.9 failing to pull image with ImagePullBackOff using registry path "docker.io"

Issue

  • Unqualified image is completed with "docker.io":

    Failed to pull image " openshift3/ose-${component}:${version}": rpc error: code = Unknown desc = repository docker.io/ openshift3/ose-${component} not found: does not exist or no pull access.
  • After upgrade or installing OpenShift 3.9.30, image pulls fail.
