GDM not killing user X processes on user logout

Issue

After updating GDM from version 3-14.2-12.el7 to version 3.22.3-11.el7, the X process would restart from logging in and logging out at least 63 times, and then it wouldn't work any longer.
$DISPLAY increments on subsequent logins until the next reboot
