How to fully shut down an entire Fabric?

Issue

My Fabric consists of three ensemble servers and a number of managed containers.

According a Fabric documentation, chapter Shutting down an entire fabric, to fully shut down an entire Fabric one needs to

1) shutdown all managed containers

2) Remove all but one of the Fabric Servers from the ensemble

However the second step, fabric:ensemble-remove does not work. It raises
Error executing command: Can not modify the zookeeper ensemble if all containers are not running.
Containers not ready:[Container[id=fabric-app-container-01], Container[id=fabric-app-container-02]]

So what is the correct procedure to shut down a Fabric entirely?
