utmp records are not updated on boot

Issue

The systemd-update-utmp service unit is configured to run on system boot, utmp and wtmp records are not updated though. Subsequently, the runlevel command returns incorrect value. This makes other commands relying on output of this command, like sysv init scripts, inapplicable. Restart of the systemd-update-utmp service from command line can be used to fix the issue immediately, but this is not persistent across reboot.
