No time synchronization on controller after reboot
Issue

Time sync works fine after deployment of OSP10. The "ntpd" service is configured and active.

After a reboot, the "chronyd" service is active but since it is not configured there is no time synchronization because "ntpd" fails to bind to the NTP (123) port

- Red Hat OpenStack Platform 10.0 (RHOSP)
