RHEL7 fails to mount all the filesystem on LVM at boot and drops into emergency mode.
Issue
- The server with RHEL7.1 fails to occasionally to mount the filesystems after it is rebooted and goes into emergency mode.
- Filesystems are on local disks
- From emergency mode we can see:
1) pvscan reports PV volumes ok
2) lvscan reports all volumes inactive except /dev/rootdg/root and /dev/rootdg/swap
3) mount -a reports missing devices /dev/mapper/rootdg-whatever - This is an intermittent issue; does not happen regularly.

- Red Hat Enterprise Linux 7
- systemd older than version 219-19.11
- LVM Volumes
- Local Storage
