Issue

  • The maxcpus kernel boot parameter is not working as expected because all CPUs are active once system is booted.

Environment

  • Red Hat Enterprise Linux 7.
    • systemd-208-20.el7 (or later).
  • Red Hat Enterprise Linux 8.
  • Red Hat Enterprise Linux 9.
