RSH conflicting with Xinetd

Issue

When attempting to start the RSH daemon, or simply checking its status, system reports that RSH is inactive

systemctl  status rsh.socket
rsh.socket - Remote Shell Facilities Activation Socket
   Loaded: loaded (/usr/lib/systemd/system/rsh.socket; enabled; vendor preset: disabled)
   Active: failed (Result: resources)
   Listen: [::]:514 (Stream)
 Accepted: 0; Connected: 0
