Enable support for Intel P530 graphics(Skylake family APUs) in "xorg-x11-drv-intel driver"

Issue

When installing RHEL6 or RHEL7 on system with Intel P530 graphics(Skylake family APUs), Xorg is using vesa display driver instead of intel.
On a PC HP Elitedesk 800 G2 Tower with Intel P530 graphics the xorg-x11-drv-intel-2.99.917.el7 driver does not recognize the Intel card. The same problem was observed with the xorg-x11-drv-intel-2.99.911.el6 driver on RHEL6.
Why Xorg server is not able to drive display using xorg-x11-drv-intel driver?
