Can customers or partners migrate Not-For-Resell (NFR) or Evaluation entitlements via Red Hat Cloud Access?

Issue

A customer or partner has an active Not-For-Resell (NFR) or Evaluation (Eval) entitlement. They want to take that traditional subscription and migrate it to one of Red Hat's Certified Cloud and Service Providers (ex. Microsoft Azure, Amazon Web Services, Google Cloud Platform, ...) using Red Hat Cloud Access.
