How to set timezone to JST with openstack DB(galera)

Issue

On OpenStack DB (Galera Cluster) , the time is indicated as UTC and nova show command also shows instance creation time as UTC.
If we want to use JST with OpenStack DB (Galera Cluster) , In what configuration file can we set timezone to JST ?
