Why does my Xen dom0 detect only 32GB of RAM?

Issue

While installing xen on hardware with more than 32GB memory the OS detects only 32GB memory.
dmesg output shows all memory present, but free output does not.
Red Hat Enterprise Linux (RHEL) does not show total available memory when booting into a xen kernel.
